Constitution of Islamic Republic of Pakistan and international agreemernts like Universal Declaration of Human Rights; World Declaration on Education for All; World Education Forum, Dakar and Millennium Development Goals engines upon the state to eradicate illiteracy and provide universal Basic Education free of cost to every Pakistani Citizen. After 18th amendment in the constitution of Pakistan this responsibility has been shifted to provinces. Now it is incumbent upon the provincial governments to access each and every Pakistani for provision of basic education either in formal or non-formal mode.
Government of Punjab has established a separate Department for Literacy & Non-Formal Basic Education aiming at to address the problem of dropouts at the primary level and meet the emerging demand for Non-Formal Basic Education with functional Literacy and livelihood skills. In collaboration with international agencies like UNESCO & JICA, Literacy and NFBE Department has developed various Projects i.e. Punjab Accelerated Functional Literacy & Non Formal Basic Education Project, Campaign for Enhancement of Literacy (04 Districts), Community Learning Centres (Sahiwal Division) and Brick kilns Project (Multan & Khanewal Districts) to combat the menace of illiteracy and achieve the goal of 100% literacy by 2020 leading to ?Literate, Learning and Prosperous Punjab? |
